Nah, they're just a kid. I don't think they're even old enough to drink yet. They're more like...the boss, yeah. The boss of all the darkspawn hunter groups.
The Sage does have some magic, but it's not on the level of a wizard's magic. They mostly do the planning for big missions and keep track of everyone's health and stuff. Actually, it's the current Sage's first year of doing this, our previous Sage died last year so he got replaced by this kid.
