Judging by what they do, though, sounds like the name is very literal and self-explanatory. That's all Aventurine needed to confirm, honestly, to make sure these were indeed useless to the majority of individuals. As far as the IPC is concerned, they're free for the taking now if they can't get them willingly offered to them, but Aventurine can't just cut them off and end it there. He is supposed to be negotiating, afterall, and this world isn't in dire enough straits that he can go at this heavy-handedly. Although I wouldn't want to add to their schedule if they are busy, I would be happy to speak with them if they are willing. This is the only resource the IPC has a personal interest in acquiring on some level, the rest should be fully allocated towards this world's personal prosperity.
